Carol's Five Pillars
Carol Raines-Brown believes effective leadership begins with listening, collaborating, and putting the community first. She is ready to bring decades of proven public service, financial oversight, and community leadership to the West Basin Municipal Water District Board of Directors and work every day to protect our water resources for current and future generations. Her leadership is guided by five pillars:
Water Affordability
Carol will advocate for responsible budgeting, careful review of rate increases, and programs that help families, seniors, and small businesses conserve water and manage costs.
Reliability and Sustainability
Carol will support a diversified water supply, recycled-water investments, drought resilience, conservation, and environmentally responsible infrastructure.
Accountability and Public Trust
Public money must be managed openly and responsibly. Carol will champion accessible meetings, clear public reporting, competitive contracting, and meaningful community participation.
Education and Workforce Development
Carol will build partnerships with schools, colleges, labor organizations, and water professionals to expand climate literacy, internships, apprenticeships, and pathways into well-paying water-industry careers and advocate for initiatives such as the Refinery and Water Resources Youth Programs for K-12.
Community Representation
Carol will ensure that residents throughout Division 2 - especially communities that have historically lacked access or influence - are heard before major decisions are made.

Every Drop Counts! Carol is committed to ensuring that water security is a fundamental right for everyone in the West Basin Municipal Water District. Her plan focuses on equitable distribution and long-term sustainability to protect the health and prosperity of our community.
